Steps to ascend a mound

There are steps on the path to ascend a mound and steep and uneven slopes on the other side. The step surface is a compacted mud and stone surface, with a cross fall of up to 4%. The steps have lips to get over the edges and the treads are up to 23cm tall. The slope beside the steps has a gradient of 25%. On the other side of the mound there is an uneven slope down with gradients up to 23% and an even and steep cross fall caused by a bulge on the path, off-road wheelchairs would be required to take a very specific line down this slope to avoid the risk of tipping.
